Research Study on Libraries in Government Schools
This study examines the availability, use and perceived value of libraries in government elementary schools in rural India, in the context of policy mandates including the Samagra Shiksha Scheme, National Education Policy 2020 and the National Curriculum Framework for School Education 2023. Using a mixed-methods design, the study will survey a random sample of government elementary schools in Rajasthan and Uttar Pradesh to generate estimates of library infrastructure, resources and functionality. Additionally, data will be collected on teachers’ perceived use and function of libraries within school routines. A subset of schools will be examined through a qualitative deep dive via observations, student group discussions and staff interviews. The study aims to produce both a system-level picture of library access and functioning and grounded insights into how libraries can be strengthened as active spaces for reading and learning.
